Research On Local Government Policies To Support The Financing Of The Cultural And Creative Industries

Under the background of globalization, the competition of national comprehensive strengthtends to be soft strength. Cultural and creative industry is one of the symbols of the country’scomprehensive national strength. In recent years, the cultural and creative industry has beenhighly supported as a new economic growth point of the economic development in new erabecause of its unique advantages. The cultural and creative industry in our country has made greatprogress since the reform and opening up. Now it has almost entered a state of "consciousness,orderliness and government planning guidance". Especially after the eighteenth conference, thegovernment has further defined the implementation measures of supporting policies in the finance,taxation, investment financing, land and so on. All of these have provided a good environment forthe development of cultural and creative industry in our country.However, the pace of the development of cultural and creative industry in our country is stillquite slow. It results from two reasons. For one thing, our country’s innovation and technicalstrength is not strong enough. For another, it lacks of funds to develop the industry. Only relyingon financial institutions such as banks alone cannot solve the fund problems and satisfy the needs.It is also necessary to broaden the financing channels and take a variety of ways to raise funds.In order to deeply study the practical problem that local government’s functions in the financefor cultural and creative industry, this paper selects Songjiang District of Shanghai city as a case todo specific analysis. As the economic center of our country, Shanghai’s cultural and creativeindustry is highly developed. At the same time, the Songjiang District government pays closeattention to the development of cultural and creative industry, the solutions to solve problemsemerging in the process of the development of cultural and creative industry has a good referenceto other areas. This paper first summarizes the research results on cultural and creative industry, financing forcultural and creative industry, supporting policies of financing for cultural and creative industry.both on domestic and abroad. Then it defines the concept and characteristics of cultural andcreative industry. Afterwards, it illustrates the categories of local government’s supporting policiesof financing for culture and creative industry from the special funds, tax preferential, obliquefinancial policy and legal guarantee based on the combination of the related theory on supportingpolicy of financing and financing mode. The paper takes Songjiang District of Shanghai City as anexample, analyzes the current development status and financing predicament of cultural andcreative industry and concludes the specific financing support policies of Songjiang Districtgovernment. Meanwhile, it points out that the Songjiang District government should learn fromthe successful experience of London, New York, Tokyo. In order to solve the problem of thefinancing and promote the cultural and creative industry in Shanghai city, Songjiang Districtgovernment should improve the cultural industry market information docking, focus on culturalcard, innovate the mode in financial market, cultivate mechanism, improve the financialenvironment and demonstrate the dominate role of the government.
