Based on the theory of Cattell-Horn-Carroll (CHC), This study referred to many famous intelligence scales, and developed preliminarily an Intelligence Test for Children (ITC) by means of trying out and revising test. This laid the foundation for the formation of formal test and local norm. The whole process includes:Firstly, review and restudy the theory of intelligence and famous intelligence scale. This produced many good references about theoretical basis, framework, materials, items, instructions, and testing order of scale, which were conducive to the developing and revision of scale.Secondly, choose seven ability factors measured in ITC on the basis of CHC. Learning from previous intelligence scales and current research findings of psychology, this study determined form and items of subtests to develop the first ITC draft.Thirdly, try out the first ITC draft and analyze the items from item difficulty, the item distinction ability and item-total correlation. According to the analysis, the author combined and deleted some subtests, and edited the items. Then, this study generated the second ITC draft, which includes thirteen subtests and four hundred and ninety-six items. Finally, try out the second ITC draft. Data analysis was carried on, such as item analysis, reliability analysis, and validity analysis. The results demonstrated that the second ITC draft assessed intelligence well, and met the psychometric requirements.
