The New Partnership For Africa’s Development:Establishment, Implementation And Prospect

At the end of 20 th century, faced with the failures of a series of plans, the ills of the structural adjustment programs of modernization and falling growth rates when other regions such as Asia were on the rise, Africa leaders entered the 21 st century,looking for new development plans. Finally, the New Partnership for Africa’s Development came out and became a vision and overall strategic framework of Africa in 21 st of African Union.The Paper reviews the context of the establishment of NEPAD, analyses the main content of its framework document and the six thematic areas of it and combs its development progress and the change of its governance structure. And then the paper analyses its implementation,comparing which with the goals it set. At last, the paper evaluates NEPAD by finding its significance and limitations and forecasting its prospects.The paper contends that NEPAD shows African countries insist on united self-reliance and its thematic areas meet the needs of African continent. However, NEPAD is under the influences of Africa itself and the international community. NEPAD must insist on the united and independent development strategy, deepen the implementation of the programmes and projects in its thematic areas and open up new paths for international cooperation constantly.
