The Research In Rural Public Cultural Service System Construction Of GuCheng County

With the development of the economic society, the Party Central Committee and the State Council pay much more attention to the rural public cultural service system construction. Public cultural service system construction in China started relatively late, and the city of public cultural service system construction investment is greater than the rural areas, so the rural public cultural service system is in urgent need of development in the current context. The topic how to build the rural public cultural service system has become a much- needed one which also has the important practical significance.Taking Gu Cheng county in He Bei province as an example, using the literature study method and survey study method, combining with 13 villages and towns of the county 50 villages of questionnaire survey, this thesis analyzes the problems in rural public cultural service system construction of Gu Cheng county : the capital investment is insufficient, the enthusiasm that rural masses enjoy public cultural service is not high, the lack of talents, appraisal system is imperfect, the construction is not balanced in different regions, people are not satisfied with the situation of the construction, etc. By analyzing the constraints in the rural public cultural service system construction of Gu Cheng county, this thesis displays five main reasons: First, the relevant legal system is not sound; Second, the economy is not well-developed, economic security is with less strength; Third, cultural contents and forms of the service provided by the government and the masses to disconnect; Fourth, rural area is failed to attract talent; Fifth, the hardware construction is deeply concerned, while the management maintenance is dispisedThis paper puts forward the suggestions and countermeasures of building the rural public cultural service system from the following aspects:. Firstly, Perfect the relevant legal system. Improve the legal system and establish the system to adapt. Clear legislation and strictly abide by the laws and regulations. Secondly, improve the system of capital protection system. Try to continue to increase government financial capital investment, at the same time, take relevant measures to attract social funds to enter to increase the strength of financial supply,and innovative financing models. Thirdly, strengthen the construction of talent team. Break through the inherent talent mechanism, introduce competition mechanism, improve the quality and ability, performance appraisal measures ensure that personnel working with love with the heart. Fourthly, innovative rural production and supply system of public cultural services. Change ideas and enrich public product supply main body. Lastly,strengthen the construction of evaluation system.This article embarks from the actual situation of the rural public cultural service system construction. It has carried on the exploration on the research content. Current academic research about the construction of public cultural service system is mostly limited to the supply system of public cultural products, while this thesis is a study of the rural public culture service system construction; In addition, the selected case in this thesis is less developed areas of China, as a miniature of the rural public culture service system construction analysis measures of which is also applicable to large parts.
