The source text of this report is Framing the Uncertainty of Risk: Models of Governance for Genetically Modified Foods created by Lisa F. Clark and published on Oxford Journal: Science and Public Policy 40(Feb. 2013). This paper develops the concept of a risk frame to better understand how perceptions of risk, uncertainty, and authority over evidence are considered in governance frameworks for GM foods. The source text is a pragmatic academy paper which developed the concepts of risk frame and strategies of risk governing, and China can take these methods to regulate GM foods.For the practical features of source text, the theoretical foundation of the report depends on the Skopos theory of Hans J. Vermeer. The Skopos theory regards translation as cross-cultural communication. The theory focuses above all on the purpose of the translation and the target audiences, which determines the translation methods and strategies that are to be employed in order to achieve a better function text. In order to enable the risk governing frame in source text clearly understood by Chinese readers, the report adopted some skills to translate the technical terms, long sentences and passive voice in source text. The first chapter is the introduction of the report including its background, objectives and structure. Chapter two is introduction of the source text including the author’s information and its main content. Chapter three introduces the difficulties and methods within the translation process and the preparation works before translation. The last part is the conclusion of the inspirations and experiences got from the report, and the problems to be improved.
