Vietnam promulgated its official maritime strategy in 2007, followed by a series of supporting policies and laws for its maritime economy. Vietnam’s sovereignty claim over the entire South China Sea has been intensified, and this could be considered as two important aspects of Vietnamese strategy for the construction of a marine economic powerful nation.Vietnam has applied multiple ways to propagandize the South China Sea issue. At the national level, Vietnamese Congress has legislated Vietnamese Maritime Law, premier of Vietnam has singned a series of resolutions and the National Boundary Commission of Vietnam Ministry of Foreign Affairs has set website on Vietnam’s sovereign boundaries to broadcast related official information. The South China Sea issue is also a common topic for Vietnam national leaders in diplomatic occasions.At academic level, Vietnam annually holds International Workshop on the South China Sea and publishes proceedings of the International Symposium. The establishment of Foundation for East Sea Studies(FESS) is also noteworthy. Ministry of Infromation and Communications of Vietnam has gathered some scholars and published some related books on this issue.Vietnam’s sovereignty claim over the South China Sea mainly based on historical evidence, international law and the fact of land occupation, and a considerable number of Chineses and foreign scholars have studied and refuted Vietnam’s claim. Through an analysis of the number and content of the Vietnamese news report about the South China Sea issue on Vietnamese website from year 2007 to 2014, we can find some features and rules on Vietnam’s public propaganda concerning the dispute of the South China Sea.
