This thesis is, by studying the formation and establishment of educational legislation and the evolution of several education form such as primary education, compensatory education from the early founding of Israel to the late 1950s, to review and summarize the impact of "Melting Pot Policy" on the development of primary education in Israel, to interpret the importance role of this policy in the history of education in Israel, and further to explore the drawbacks and reasons of replacement, as well as lessons that can be learned when China set up education policies.Chapter one briefly discusses the origin of the " melting pot policy " concept, the background and reasons why the Israeli government promote this policy. The concept of the "melting pot" is first put forward by the Americans, which the purpose is to solve the immigration problem in American society. When Israel founded that faces the same situation as the United States. How to make the social integration of immigrants as soon as possible becomes the big problem for the new government. Therefore, the new government headed by Ben-Gurion proposes the "Melting pot policy" to accelerate the process of social integration of immigrants.Chapter two discusses the promotion of "Melting pot policy" makes contribution to educational legislation, which provides an institutional guarantee for the development of primary education. In the early founding, the Israeli government proposed the principles of education as the basis to found a state. A large numbers of immigrants streamed to Israeli. They had huge differences in culture, customs. In order to enable them to integrate into Israeli society as soon as possible and promote national integration and enhance cultural identity, Israeli government set up the philosophy of education as the basis to found a state and enacted "Compulsory Education Law" and the "National Education Law" in 1949 and 1953 respectively. Enactment of the "Compulsory Education Law" promotes the unity of the elementary school system, speeding up the popularization of education, basically realizing fairness and equity in education. Implementation of the "National Education Law" basically abolished long-standing "partisan" education, centralizing the right of administering education to central government and further promoting the popularization and development of education. Enactment and implement of these two laws has laid an important foundation for the development of primary education in Israel.Chapter three mainly discusses the "Melting Pot Policy" to promote the establishment of primary education system. For pre-school education, the "Melting Pot Policy" stresses making immigrants’ children integrating into the Israeli society as soon as possible. So, pre-school without payment is necessary. Therefore, the state sets out specific teaching objectives, syllabus for pre-school education and guarantees this outcome by legislation. Meanwhile, the government also vigorously promotes primary education, promoting educational equality. Israel’s primary education system is very complex, including both the Hebrew education system and the Arab educational system. Hebrew education systems can be subdivided into the national education system, national religious education system and private religious education system. The establishment of these education systems expands the scope and the subject of primary education, promoting the popularization and development of primary education and has laid a good foundation of talent to the development of Israel.Chapter four mainly analyzes the deficiencies of "Melting Pot Policy", the reasons of replacement and good practices that can be introduced to develop Chinese education policies. "Melting Pot Policy" implemented from early founding of Israel in 1948 to the end of the 1950s did not achieve true equality in education due to mandatorily promote unity and standardization in education and ignore the educational demands of Israeli Arabs. Therefore, with the development of society and education in the 1960s, it was replaced by "social integration" policy. Hegel once said that what is rational is actual, and what is actual is rational. Therefore, "Melting Pot Policy" promoted by Israeli government in the early days must be reasonable and realistic. This policy is indeed has laid a good foundation for the following education development. Based on the current status, most scholars still emphasize on the negative side of this policy.However, the author hopes to discuss and analyze the "Melting Pot Policy" in its positive side so as to give readers an access to comprehensively and objectively understand this policy.
