In People's Republic of China, the development of arts education has been undergone sixty years, in the new historical period, to review and reflection the history of art education, is an important theoretical support to promote development of arts education. In this paper, we use the historical methodology as a basic tool, and draw on the institutional economics, education, statistics, management science and other interdisciplinary approach to analyze the sixty years of arts education in vertical crawling, with a view to display the main skeleton and its the basic trend, and provide lessons and values for the current educational reform and development.The first chapter is the Introduction, mainly from the point of view of arts education to describe the background and significance, and introduce the concepts of art education concerned. And analyze the current status of arts education research at home and abroad in order to obtain the basic grasp of the field of arts education. At last, this chapter discusses the paper's research ideas, methods, technical line and other issues.Chapter two analyses the of the establishment of National Arts education system, this chapter traces the founding of the art education in China——the traditions of social professional and political professional. And discuss the establishment of National Arts education system which bases on the process of Soviet-style education system, and analyze the characteristics of Soviet-style education system.The third chapter discusses the turmoil in the development of arts education (1958-1976), analyzed the impact of the "Great Leap Forward" and the "Cultural to arts education, which lead to the collapse of high art and the throwback of secondary education system, which eventually lead to the alienation of arts education-"military control" mode and the political extremism of the ideas of teaching.The fourth chapter deals with the recovery and revitalization of arts education (1977-1985), this chapter reviews recovery progress of the college and secondary of arts education. And discuss the reformation and the new legislation changes of leadership system, as well as art, and display the situation of the early starting of education reform.Chapter five analyzes the reformation and expansion of arts education (1986-2000), this chapter analyzes the expansion of the scale of arts education since the beginning of reformation, including the rapid development of the scale of education, teaching facilities and equipment, and the education system in the teaching evaluation system, curriculum reform and teaching materials, and so on. Chapter six is to explore reform and transition issues of the arts education (2001-2009), this chapter mainly discusses the management structure of the system since the new century from the perspective of system, and discusses the status of arts education and the current scale and efficiency.Chapter seven is the review and reflect on the past sixty years of arts education, discussing the development process in stages and the overall characteristics, and abstracting and refining the basic experience of sixty years of arts education, on this basis, looking forward to the trend of art education.Through this research and discussion, this paper attempts to restore the fundamental and vital factsof arts education in six decades, to show the impact of arts education from these facts, through vertical and horizontal comparison and the induction deduction approach to explore the basic rules and general character to provide a theoretical basis anf practice of learning for current development of arts education.
