With the quick development of economic globalization and modernization in the world, interactions between people groups become more and more frequent. We are a multiethnic nation with a long history, the features of multination and multi-language decides the diversity of its culture. How to deal with the conflict between globalization and localization, as well as country's unification and cultures' multiplicity is a practical problem faced by multiethnic countries in current situation. As we know, cultural inheritance relays on education, bilingual education is the most effective way to solve the conflict, multicultural education policy, bilingual education policy has become an integral part of our education.Guangxi Zhuang Autonomous Region has a long history of "Zhuang-Han" cultural exchanges. After the foundation of the People's Republic of China, the Zhuang had received unprecedented attentions; the government not only formulated series of principles and policies to protect the use and development of Zhuang language and culture, but also made "Proficiency in Zhuang-Han Language" the goal of bilingual education policy." Zhuang and Han" is an important part of our bilingual education; it has a far-reaching significance on the promotation of education equity and the maintenance of social harmony. So the study on the implementation of bilingual education policy of Guangxi is meaningful.This research, based on the related theories from cultural anthropology, education policy, ethnics linguistics and other subjects, use questionnaires, interviews and field survey as methods, tries to investigate the status quo of implementation of bilingual education in primary and secondary schools in Guangxi, and discuss the language attitudes' impact on bilingual education of the direct and indirect participants in bilingual education. It has also taken H county school as a research field to find out how the main education factors (background of education policy, socio-cultural environment and resources within education, etc.) affect bilingual education. Based on the bottlenecks and constrains in the implementation of bilingual education policy in Guangxi, the author suggested a couple of countermeasures about implementing "Proficiency in Zhuang-Han Language" Policy smoothly, improving and developing bilingual education both Zhuang and Han.Five following chapters form the text mainly:The first chapter is an introduction. Which is a brief account of the aim and significance of the topic, the views and methodologies of the research, the present achievements for researchs on bilingual education policy, the thinking pattern of this research, and the basic contents of the article, etc?The second chapter is the history of bilingual education in Guangxi, formed by two parts: the first part is about the history of cultural contacts between Zhuang and Han, the formation of bilingualism, and the development of school education in Guangxi; the second part outlined the formation of the bilingual education policy in Guangxi after the founding of New China, the establishment of "Proficiency in Zhuang-Han Language" policy goal and the situations of "Zhuang-Han" school development.The third chapter is about field survey, taking H county as sample, with the methods of questionnaire and interviews, it truly demonstrated the participants' language attitude toward bilingual education (students, teachers and parents), and the policy executants' views about bilingual education( the leader of local education sector and headmasters of the bilingual schools), displayed the status of implementation of bilingual educationThe fourth chapter systematically analyzed and summarized the effect factors of "bilingual education both Zhuang and Han" in Guangxi during its further implementation. It discovered that the effect of bilingual education was influenced by the external education environment (including the State language policy, education policy, policy environment of schools, social language attitude and cultural psychology, etc.) and the internal education environment (quality of teachers, teaching materials and funding)The fifth chapter, based on the analysis of constraints, it proposed some countermeasures of improving bilingual education in Guangxi by understanding state's education policy correctly, arouse the enthusiasm of public participations, improve the educational resource and enhance the education legislation, etc., then predicted a developing trend in future.
