The Plight Of Engineers Ethics Responsibility And Countermeasure Research

Project activities have become one of the main forms of human realization, it related to many aspects of human life.But the risk as well as the possible negative effects that exit in the engineering practice would threaten the survival of humanity, and considered the evaluation that people put on the project activities.The engineer is the technical subject practice engineering practice, not only required to have excellent technology, creative ability to solve technical problems, but also to have conscious awareness of the social significance and social impacts of the project activities, to assume its corresponding ethical responsibilities.Therefore, how to regulate and guide the engineer to assume ethical responsibility has become an urgent problem in the project activities. The research on the ethical responsibility that engineer assumed in engineering practice in the domestic academia assume is relatively poverty at present, the systematic and complete research system is even more lacking.This in-depth study on the problem, not only enrich the content of engineering ethics research,but also provide a solution for how to regulate the engineers’ behavior in practical activities to prompt engineers undertake and fulfill ethical responsibility self-consciously.This paper put the "Issues raised-questions analysis-problem solving" as the analysis framework, and use historical analysis, literature analysis, survey research integrated, to analyze the plight and its causes that engineers undertake ethical responsibility, and propose countermeasures.The research ideas of this paper are as follows: firstly, the paper based on the clearly definition and analysis of basic concepts, and examines the historical evolution of the ethical responsibility of engineers,that is the change of absolute liability- universal responsibility- social responsibility- natural responsibility, this transformation process highlight the complexity of engineering ethical responsibility in today’s engineering activities.Secondly, it analyzes the plight and its causes that exit in engineering practice activities of their ethical responsibility that assumed by engineers. Depending on the stage of the project activities,the paper separately analyze the selection dilemma that engineer faced in the project policy-making activities, and the practice dilemma in project implementation activities as well as the accountability dilemma in acceptance activities, the reason is that the ethical responsibility norms of project does not sound and engineers’ cognition of ethical responsibility is not in place and engineers’ self-discipline of ethical responsibility is poor.Finally,this paper proposed specification countermeasures at three levels including improving Ethical responsibility specifications, and strengthen their sense of responsibility and strengthen the education of engineer ethical responsibility. The government and industry need to work together to improve and perfect the engineering ethics, and create external constraints to help engineers assume ethical responsibility; and strengthen the sense of identity for engineer ethical responsibility, and improve their introspective awareness, develop their strong will to improve the ability of engineers to internal self-restraint and self-discipline; also they should strengthen the education of ethical responsibility in upholding the principle of lifelong educations, and should be run through the whole stage of former engineer(college students) and engineers.
