Ethical responsibility in engineering ethics is an important topic, which involves a series of complex ethical issues. In the article, we focus on the ethical responsibilities of the constructional main structure. On this topic, controversy has continued. Some people believe that the ethical responsibilities problems are about the project engineers, considering that the engineer is equal to the constructional main structure; others suppose that the constructional community is the constructional main structure. For these two views, how do we judge? In our view, to answer to this, we need to figure out how to define the constructional main structure and how does ethical responsibility in engineering ethics come about? What ethical dilemmas will we encounter in fulfilling our duty?By searching the constructional community in the etymology, we know:the constructional community is in the constructional sociology category, and it is mainly based on engineering activities which comes as an existing way of human beings. In the process of natural transformation, it transforms from the "random material" to "a thing for human", so it often contains the characteristic of the social nature and collective features. To a certain extent, it needs to form certain relations, and an organized, purposeful project group. At the same time the group is structured, multi-role member, including the main project investment, project decision-making body, engineering community (including engineers, managers, technicians, workers, etc.) and other people related to the project. To some extent, this constructional community illustrates that there is an extensive social dimension in the process of the construction. Then, why do the ethics of responsibility happen? Through investigation, we found that it happens when the constructional community practices specific activities in process of the construction.We know that construction practice specific actions that include decision-making, design action, practice action and evaluation operating stages. In each stage, the constructional community not only considers their own interests but also take into account the overall interests of mankind. But sometimes there is a conflict between the two. For example, when the engineering decision-making body makes their decisions, they not only take into account economic efficiency, but also take into account the impact of the human society and the natural environment. Sometimes in order to reduce natural hazards for the public, it needs the decision-making body to give in their own interests, but also may have to sacrifice their own interests. Ethical responsibility then arises, followed by the corresponding plight. Ethical responsibility not only takes place in decision-making but also happen in the other stages. This problem shows quite clearly when practice the implementation of the construction project. The engineers who are in charge of project have to fulfill two requirements:on the one hand, they have to satisfy their employer; on the other hand, they have to put the public health and well-being on the first place. This resulted in the dilemma of engineers.For this, we must understand the content of the ethical responsibility of each part and their ethical dilemmas when fulfilling the ethical responsibility. By the study of their ethnic dilemmas, we can put forward ideas of the possibility of helping them out of their dilemma.In the end, we made several recommendations:improve the existing economic system, legal system and management mechanisms; establish a sound ethical decision-making mechanism for the project; established the Advisory Committee on Professional Ethics; establish a strong supervisory mechanism; strengthen education in engineering ethics.
