There are so many Americans dreaming of universal coverage that Obama administration regard heath care reform as the first issue in 2008. However, the reform involved too many interest groups, in addition, heath care are closely associated with the country’s political and financial, which raised much debates in the process of drafting act. There are four issues dominates the debate: Public option, individual mandate, adjustment of Medicare and Medicaid, some measures related to abortion and illegal immigrants. In the process of the new health care reform, there exist so many different views. Firstly, under the value level of freedom and equality oriented, cognitive ideas are different about health care as well as relevant social and cultural factors for health care reform. Secondly, the value level of different pursuit to specific government actions leads to the gap of two parties in reform and the game of federal government and state function. In the end, the matter in the process of running of the cost about health care system is difficult to solve and this is also one of the important factors stumbling Obama’s new health care reform. Finally, Obama care overcame much problems and go into effect in 2010, which is not lie in solving these problems, but rest on grasping political opportunity. This result bring a shadow for the implementation of PPACA(Patient Protection and Affordable Care Act).
