Contemporary China is in the social transition period. Changes have been taking place rapidly and profoundly in social structure, social operating mechanism, the concept system of value etc. Factors such as “culture lag” and anomie brought by the social transition superimposed on each other, leading to the discordance between national cultivation and social development level. The low level of national cultivation not only limits the development of people, but also has a direct influence on the level of social civilization and the overall image of nation. Improving national cultivation is closely related to cultural education. Cultural education is an essential part of culture. Playing the educational role of culture, the “reformatory” function, is the fundamental way of improving national cultivation.Based on the theory of cultural function, the present thesis emphasizes on the educational function of culture in improving national cultivation. The body of the thesis consists of three parts. The first part analyzes the cultural factors that affect national cultivation, based on the connotation of concepts such as clarifying cultural function, national cultivation etc. The view of value is the inner sole of national cultivation. Normative system involved in culture provides orientation for national cultivation. Culture itself serves as the overall atmosphere of national cultivation. The second part illustrates the realization of culture and education in improving national cultivation. Cultural awareness is the ideological premise and inner motivation in national cultivation. Cultivated practice is the objective requirement of converting cultural education to national cultivation. Considering truth, goodness and beauty, culture and education provides fundamental standard. It strengthens the cultural consciousness and realizes the internalization of fundamental value judging standard mainly through enlightening mind, cultivating character and enriching life. The third part constructs the method where cultural education promotes the improvement of national cultivation. Infusing cultivation education into the whole process of national education aims to provide temporary solutions and realizes the combination of knowledge and behavior, while promoting traditional moral culture aims to solidify cultural foundation and strengthens conscious pursuit of moral idealization; Embedding shame culture education aims to foster the inside and constructs bottom line of self-discipline, while creating sound cultural field aims to foster the outside and realizes environmental edification and assimilation.Improving national cultivation through culture and education is a complex systematic project. During this process, mutual effect of the moral education created inside by national people, and cultural field is requisite so as to achieve a comprehensive improvement of national cultivation to a larger extent.
