The Granary system has a long history in China, after long-term development, until the late Qing Dynasty,it has formed three kinds of Granary,which formed a tripartite confrontation.In famine years,they usually relief the victims of the disaster,through PingTiao,borrowing and relief, plays a very important social security function.But to the early years of the republic of China,because of warlords and frequent wars,the Granary system was gradually destroyed,and existing in name only.After the Nanjing National Government was established in 1927, in order to prevent famine, the authorities issued several orders,attempted to revitalize the Granary system.Under the impetus of the national government,the Granary has experienced from "officer gentlemen and tube" to "Officials and condominium".It’s benefit to break the official absolute control of the Granary,and play the people’s role of supervision.The Granary is still playing the traditional function of famine relief,the National Government also had to enlarge Granary’s function,to assist the agricultural production and adjust rural financial.The government of Jiangsu Province actively comply with the national government policy,to revitalize the Granary.Before The War of Resistance Against Japan,the Granary has accumulated a certain amount of rice and money,and make the Granary has the function of relieving famine and other charity fund.With the development of rural commodity economy of modern China,the Granary is not completely equal to adjust the function of rural finance and the grain circulation.The National Government tried to make the Granary operate warehouse’s business,through the way of mortgages,making the Granary has the function of auxiliary agriculture and financing rural finance.But for various reasons,the National Government’s attempt is not universally implemented throughout the country.
