After the establishment of the Nanjing National Government, The ministry of theinterior announced the "The Rules of the local poorhouse" in1928. It required set up thepoorhouse all over the country. From then on, the poorhouse became one of the commonsocial security institutions during the period of the republic of China. It had a large numberand run more standardized. The emergence of the poorhouse, not only related to thedepressed social situation，but also related to the decline of the traditional social security.At the same time, it showed the development of modern ideological manifestation of socialsecurity. The poorhouse got widely set up in the short time in Zhejiang province. As thegovernment’s new social security institution, the poorhouse had showed a lot of progress,such as the more reasonable organizational structure、 rich Relief content、 diversifiedfunding sources、 the establishment of a fund management committee in financialmanagement、 the introduction of the budget and final accounts system under thegovernment’s supervision. So, the poorhouse had played a role in social security. However,the poorhouse also had many limitations in the social security function due to variousreasons. Such as the low level of salvage and the mismanagement，making the poorhousecan not work well.
