With the rapidly changing world politics as well as the accelerated development of the globalization, people are no longer satisfied to discuss international relations only from the political, economic and military area, cultural analysis gradually become a new perspective to discuss world politics and international. Multipolarity and diversity were making an unprecedented scale international cultural exchange. International cultural exchange has become an important part of a country’s overall diplomacy, which come out of the national cultural soft power has become an important area of competition among countries. The role of cultural exchange is not just simply to exchange different cultures, the more important is the long-term role of culture to affect things quietly:to promote mutual understanding of various countries, promote world harmony, and the deep-seated cultural infiltration could become a strategic means to achieve national interests. Conventional wisdom holds that cultural diplomacy can shape the image of a country, for international voice and enhance the country’s soft power. What’s more, cultural diplomacy can also help to achieve national interests. China has been aware of the importance of cultural diplomacy.China used to be a great nation of culture. But nowadays, China’s cultural soft power is at a relative disadvantage situation among the world’s major countries. The reason is that China has failed to develop its own traditional culture. China has a long history and culture; how to develop the world-value of its traditional culture and to further carry forward its traditional culture? That’s the questions that China’s cultural diplomacy needs to solve. The Confucius Institute, as the institution of Chinese culture to "going out", have become a new model of China’s cultural diplomacy. The Confucius Institute’s efforts to develop Chinese traditional culture and spread Chinese language worldwide have brought new opportunities for the development of China’s cultural diplomacy. In recent years, China and major powers held "Culture Year" each other, and other acts of cultural diplomacy in promoting cultural exchange and understanding of various countries have also made a more significant result. Confucius Institutes also continue to grow in flowers and controversy. Confucius Institute’s efforts to spread traditional Chinese culture in the world have also been affirmed. Although the Confucius Institute is a non-governmental exchange, but it is undeniable that it has contributed its strength for cultural diplomacy.In this paper, we believe that with the maturing of cultural diplomacy, we should and must started from the traditional Chinese culture and Chinese characteristics, to further develop the charm of Chinese traditional culture through Confucius Institute. And at the same time, the government should guide and support the institutes when they meet challenges. And to build a new path to better serve our own cultural diplomacy and to better enrich China’s overall diplomacy, to better serve our national interests.
