Problems And Countermeasures On The Establishment Of Public Cultural Service System In A Area

As a function of the government, public service was put out clearly in the document of CPC Central Committee on Perfecting the Socialist Market Economic System and the Resolution of Certain Issues on the party’s sixteenth plenary session. The document points out that economic regulation, social management, market supervision and public service are the main functions of mordent government. It is a symbol that the government transforms the managing type into serving type. As an important part of public service, public cultural service is a system built by the public department that provides public cultural products and services for protecting people’s basic cultural rights. The ultimate goal of the public cultural service system is to uphold social justiceand people’s basic cultural rights.In the beginning of this paper, the situation of establishment about public cultural services system in A area, including government investment, hardware and software facilities and so on, is outlined.This paper then elaborates the superficial prosperity phenomenon during the establishment of public cultural service, formalism of grassroots public cultural projects and problems brought by the unordered public cultural investment. Four reasons for causing these problems have been analyzed deeply in this paper. The first reason is the imperfect public cultural service policies. The second is dislocation of the government behavior in the establishment of public cultural service system. The third is absence of the awareness that people should be the principal part during the establishment. The fourth is that there are some obvious problems in the investment and management of the establishment.In the light of the reasons for the above-mentioned problems, this paper provides short term and long term strategies according to the division of functions of central and local governments. In short terms, local governments should make efforts and adjustment to increase policies propaganda and information transparency, to safeguard people’s cultural rights and establish a scientific human resource security system, to agitate societal forces to participate in cultural undertakings and establish a scientific and standardized evaluation system of public cultural services. In long term, the central government should concentrate its efforts on perfecting the public cultural service system, such as standardizing the investment management of the system, perfecting t he policies on public culture, accelerating the old system reform and the policies adjustment for adapting to the society developing.Unlike most of documents and government reports, this paper does not avoid reality. The author summaries his own viewpoints and reflects the common problems which appear in the public culture development in his paper by seeing and handling the realsituation through promoting the grassroots work of public cultural service. The strategies mentioned in the paper are concluded through the thinking and practice in work, and these strategies maybe can give policy makers some useful reference.
