Research On Intangible Cultural Heritage Protection From The Perspective Of Public Management

Intangible cultural heritage is a kind of lively and invisible cultural heritage passed by human from generation to generation by means of oral instruction and rote memory. It is a nation’s vivid cultural gene and life memory, which fully embodies the wisdom, tradition and spirit of a nation. But as the economic globalization and our country’s urbanization are speeding up, the intangible cultural heritage has suffered a great impact. Many of the Chinese nation’ excellent traditional culture and the crystallization is fading away gradually. Therefore, how to strengthen the protection of intangible cultural heritage and inheritance is becoming a major mission in front of government manager and the whole society. And it has also become a major issue in the research field of economic and social harmonious’development.At the same time, with the theoretical research in the field of public administration going deeper and deeper globally, it has become a common idea to guide the government, enterprises, individuals and nongovernmental organizations (NGOs) with the modern public management theory to take part in managing together. This article will analyze public management theory’s application to the feasibility of the intangible cultural heritage protection and inheritance, and based on it, refer to the intangible cultural heritage protection at home and abroad for the experiences and lessons. And the protection of the state-level intangible cultural heritage--Mettled Copper in Huize Qujing will serve as an example. This article will put forward countermeasures and measures of intangible cultural heritage protection research under the perspective of public management. through putting the intangible cultural heritage protection and inheritance in the three major operating mechanism in the field of public administration: the government operation mechanism,social operation mechanism and market operation mechanism. And then, analysis problems of intangible cultural heritage protection in our country in the three mechanisms. Furthermore, strive to further improvement of the three mechanisms and to establish the benign interaction and collaboration among innovation mechanism to implement the reasonable and effective protection of intangible cultural heritage.
