Sohow to consolidat and develop the unified empire for the emperor was his ultimatepurpose. Therefore, the author will be based on the books in Qin and HanDynasties, combined with the research results of modern scholars, which aredepended on the discusses about the institutional reasons, in order to explorer theemperor on the inspection tours, and reveal the relationship between the emperor andthe imperial inspection tour construction.The first chapter mainly discusses the reasons and purposes of the emperorinspetcion tours.
