Since the enrollment expansion of higher education, regular higher education institutions have been a main part of higher education in China. There are 879 regular HEIs (higher education institutions) in China until 2003. Compared with key colleges and universities, the regular HEIs are generally restricted by the unfavorable district environment and poor schooling conditions, lower candidates’quality, there is a big difference between the English language levels of non-English major college students, which results in the low efficiency of college English teaching. So many regular HEIs have carried out college English differentiating instruction in order to change the situation. It is regarded as a new type teaching organization which has been widely concerned. But what is the present situation of college English differentiating instruction? How to build suitable college English differentiating instruction mode for non-English major students of regular HEIs? What’s the perception of college non-English major students towards college English differentiating instruction? How does college English differentiating instruction influence students’emotion? What are the advantages of college English differentiating instruction? What strategies should be put forward to solve the existing problems of college English differentiating instruction? The deliberation of the above issues is the foundation of the paper.Starting from epoch background, reality appeal and students’actuality, the research considers that the college English differentiating instruction can teach students in accordance with their different aptitudes, which will effectively solve the consuming with inefficiency and guillotine problems of college English teaching in regular HEIs, and to cultivate excellent foreign language talents. Combining with the writer’s teaching experience, taking the college English differentiating instruction practice in Tonghua Normal University as a case, exerting some discipline theories such as i+1 language input hypothesis and affective filter hypothesis in Linguistics, "Zone of Proximal Development" Theory in pedagogy, combining with the theoretical foundation of the aptitude principle and college English curriculum requirements, starting from the teaching elements such as the teaching goal, teaching objects, teaching contents, teaching methods and teaching evaluation, to construct a suitable college English differentiating mode for Tonghua Normal University. According to the routine of detecting problem-analyzing causes-proposing remedies, the research comparative carefully and profoundly probes into the relevant issues of the college English differentiating instruction in regular HEIs, and further come up with its implementation strategies by means of literature analysis, questionnaire and case-analysis method, which included to determine the classification standard, to definite teaching goal, to enrich teaching methods, to perfect teaching evaluation, to improve the teaching management and to strengthen emotional relationship between the teachers and students, aiming at providing theoretical and practical reference for its better implementation.
