Prison Administration Research Of The North China Base Areas And Liberated Areas(1938-1948)

The North China Base Areas and Liberated Areas was in the front line of the Chinese Communist Revolution during the period of Anti-Japanese War and the War of Liberation. The wartime environment was perplexing, meanwhile there were multiple powers in this region. The Chinese Communist Party carried out lots of policies and measures, which had great impact on both the social existence and development of the Border Region at that time and its administration after the founding of New China. The prison administration in the Border Region is an important part of the judicial system of the Chinese Communist Party, also an important way of social governance, even a necessary means to maintain the social order of the Border Region.This article demonstrates it that the prison administration of the Chinese Communist Party in the North China Base Areas and Liberated Areas from three aspects. Firstly, it describes the situation that is the guilt free punishment, the urgency to carry on the work of prison administration, and the ruling concepts and the system design of the Chinese Communist Party’s prison administration. Then introduces the prison administration practice, including the prisoners daily activities, education, production transformation which launched in inner prison by the Chinese Communist Party, and the Institute of Making a Fresh Start and Learning Skills. And then analyses the Chinese Communist Party, in order to meet the wartime environment, carried on the outer prison supervision, which mainly includes executions of punishment in the village or organization and wartime detachment, etc.The prison measure, which carried on by the Chinese Communist Party in the North China Base Areas and Liberated Areas, represented the wartime characteristic. But some of the prison administration concept has been affected after the foundation of New China. It can provide some experiences as reference to the modern prison practice, at the same time it can also deepen our understanding of the complexity and arduousness of the Chinese Communist Revolution.
