"Clamor" And "Few Changes": The Re-inspection Of Prison Reform In Late Qing Dynasty

The prison reform is an important part of the new policy in late Qing Dynasty, which also opens modern transition of Chinese prison. Consulting both official archives and the original press material such as Shenbao, Shibao, Dagongbao, Oriential Magazine, etc, the thesis focus on issues about reform background, practice way and actual effects mainly in the district of the capital, Jiangsu and Zhejiang Province, based on which shows different faces between "clamor" and "few changes" . At the same time, it analyses reasons of "phenomenon-result" disparity and "wish-reality" deviation.Except the instruction, this thesis is made up of five major parts:Chapter I , reasons for the beginning of the reform . It explains reform backgrounds from three different perspectives, including internal cause, external cause and juncture.The following three chapters are just to narrate but not to discuss by and large .Chapter II, building skill-studying places for prisoners and constructing model prisons. Chapter HI,making laws and perfecting regulations. Chapter IV, educating and storing people with professional skills. These chapters introduce respectively three major measures in the reform, pay attention to implemented way and practical effects.Chapter V, restriction factors and protection elements. This part probes into the causes of kind policies' change from five aspects and puts forward some elements for deep and effective development.The thesis thinks that changes in administration ideology is harbinger Of the reform. Before formal opening, reform thoughts have been taken shape, and various reform programs have been arisen, which were finally accepted by the government under big powers' so-called promise that they would give up consular jurisdiction if China revises law in operation according to the west .
