The 21 Century is the times of the rapid expansion of the internet, which exerts a great influence on people’s daily lives, especially the political lives.The political participation in such new environment is still in the initial stage, which provides people with a brand-new platform, enhance people’s motivation of getting involved in politics, and promote the development of the democratic politics. So people are still confused about the definition of the internet political participation and the study from the aspect of ethics seems to be weaker than other aspects.Internet political participation mainly means that political participants get involved in the politics and influence the political activities of the political decision makers directly and indirectly through internet technology. In this way, citizens not only express their political opinions and political wishes but also improve the transferring of the functions of the government, which will serve the people better. Meanwhile, the mutual communication between citizens and the government will better promote the modernization of the democratic politics in China.Now China has reaped a lot in the internet political participation. But there are still international rumors, the debate of the justice of citizen’s participation in politic, the disordered political involvement and other issues being existing, which further raises the doubts on the fairness and justice of the internet system and induces the concerns about the participants’awareness of the justice and lack of the spirit of tolerance.It seems vital to take advantage of the internet to promote the participation of internet politics develop in a fair and ordered way. And this requires the ethics to be standardized. First, from the perspective of participants, the basic principles that they should obey during the participation mainly include responsibility, justice, tolerance and freedom. Second, from the government part, the internet political participation of ethic system should be perfected quickly and the morality of netizens should be strengthened.In recent years,scholars home and abroad have gotten some achievements in this field of internet political participation. However, it still has some defects from the level of research, especially in the aspect of ethics. And the ethic is related to morality and principals of the participator and to the regulations and system of the internet political participation. So it is the foremost.
