Since the founding of new China, our Party has attached great importance to people’s quality in the socialist modernization drive, such as expanding and improving people’s quality development connotation,as well as constantly exploring and impelling the development paths in practice. It showed not only distinct epochal character and logicality in the formation and development, but also strong pertinence and guidance in practice. Thus people’s quality view with nature of socialist culture finally formed. Mao Zedong put forward "be both socialist-winded and professionally expert" as quality standards and all-round development of morality, intelligence and physique as the education policy. It not only intensively reflected the intrinsic consistency of people’s quality development and the socialist construction requirements, but also the the unification among the basic standards of people’s quality, politics and professions, as well as the accordance of reducing study load and adjusting the teaching methods. All this marked the formation of people’s quality view of the Party. In the new period of reform and opening-up, Deng Xiaoping positioned the quality of laborers to the height of comprehensive national power according to the new standards and requirements. He expanded basic content of people’s quality by bringing up a new concept which known as “the new generation of people with lofty ideals, moral integrity, good education and strong senses of discipline”. Deng also required to carry out national quality education according to different quality levels and this reflected the theoretical innovation in people’s quality view of the Party. According to the socialist market economy’s function and influence on people’s quality development, to promote new development of the party’s view of people’s quality, Jiang Zemin positioned national quality as a decisive factor in overall national strength and international competitiveness;He expanded the quality content of the Chinese nation into scientific and cultural quality, socio-cultural quality and health quality; Jiang also focused on public health, ethics, science, technology and innovation quality education and pointed that the promotion of people’s all-round development was the essential requirement of a New Socialist Society. At the new stage of new century, aiming at imbalances of national quality development, Hu Jintao proposed culture’s role in improving quality of civilization should be strengthened to promote socialist cultural development and prosperity. He carried out the education of socialist core value system thoroughly and actively cultivated and practiced the core values of socialism and promoted transformation of Chinese nation quality into modern civilization; He thoroughly carried out people-oriented scientific development view and continuously had been making new achievements in promoting people’s all-round development. Hu Jintao was the innovator of Party’s view of people’s quality. These four people were at different stages of social development. Their theories and practices respectively embodied and developed Marxist Human Thought. Therefore, core quality views of generations of leadership of the Party had common characteristics and were interlinked and evolving in nature. Meanwhile, they all provided valuable historical experiences for promoting the quality of the Chinese nation to modern civilization.
