We are faced with various environmental problems, such as the global warming and garbage problems. Since 1990’s, we has made great progress in solving those environmental problems. But it is hard to protect environment and achieve economic development synchronously.Porter Hypothesis was born in the early 1990’s. The hypothesis is about environmental regulation and the relationship between environmental policy and technological innovations, which has aroused widespread discussion. Michael Porter, management scholar of Harvard University advocates in his book that the strict environmental regulation can stimulate technological innovations, and those enterprises in pioneering countries on environmental regulation have more competitive advantages than those in other countries. It comes as a shock to the traditional idea that environment and economy always contradict.Firstly, in this paper will demonstrate the Porter Hypothesis from theoretical analysis by using the external uneconomic model deformation model external economic model. Secondly, this paper demonstrate the feasibility of the Porter Hypothesis by using enterprise data analysis on environmental regulation has carried on the empirical analysis to the influence of environmental technology innovation. Thirdly, through the review of Japan’s policy process on environment protection, Ithis paper analyze some cases in which Japan promote technological innovations by proposing appropriate environmental policies. Finally, I will investigate the environmental problems in China and the status quo measures taken by Chinese government and enterprises, and then provide some solutions and countermeasures for the sustainable development of China referring to the successful experience of Japan in the aspect of environmental problems.
