The academic plagiarism refers to the fraudulent conduct of completely or partly copying others’ research achievements by directly or indirectly changed to as part of the chapter and individual research, and publishing them in one’s own name. The academic plagiarism mainly means the consciously concoctive behavior, which is extremely secluded, and the plagiarism behavior is rather ambiguous. The reasons of academic plagiarism are relatively complicated, mainly caused by the lack of legal and ethic consciousness, fame driving, unsound evaluation method of academic achievements,incomplete supervision and punishment mechanism, confusion of academic publishing market, and unhealthy ways and customs. The behavior of academic plagiarism has great dangers for the academic progress and social development as it infringes others’ intellectual property rights, suppresses the germination of individual innovative ideas,undermines academic fairness, influences the enthusiasm of scholars on academic creation, as well as contaminates the social morality. Therefore, it is necessary to strengthen the norm and governance by measures of technological means such as improving evaluation method of academic achievements, enhancing academic integrity and moral construction, perfecting relevant legal system, learning the advanced experience from foreign governance of academic plagiarism, and reasonably using technology method to check the plagiarism, in order to promote the quality of education and scientific research of China, cultivate qualified personnel for the modernization construction, and improve the quality and innovation ability of China’s citizens at the same time.
