In recent years, Fuzhou bodiless lacquerware industry is facing severe talent crisis. Fuzhou government has introduced preferential policies to support the development of the talented, but the effect of policy implementation is not satisfactory. Improving and optimizing critical the personnel policy of Fuzhou bodiless lacquerware industry has become a focus on government protection and development of traditional crafts, but also the key to solving the crisis of industry professionals. This study uses method of questionnaire and semi-structured interview, statistical analysis to understand the basic situation of industry professionals and the status of implementation of personnel policy through field visits and survey forms. Then we can analysis the problems and reasons from personnel policy of Fuzhou bodiless lacquerware industry. In meeting the needs and market requirements of the premise, we put forward feasibility proposal to optimize the personnel policy of Fuzhou bodiless lacquerware industry under the scientific development perspective.This paper is divided into five sections:The first part of the legislature to clarify the subject and significance of the research, review current research, describes the research content and ideas and research methods and technical route as well as features and innovations;The second part defines the Fuzhou bodiless lacquerware industry and the talented, personnel policy’s characteristic and connotation, elaborated human resources theory, public policy theory and other related content;The third part describes Fuzhou bodiless lacquerware talent current situation of the industry, industry professionals ch.aracteristics.And carding Fuzhou bodiless lacquerware industry History and Current personnel policy. It uses empirical investigation, focusing on evaluating policy from the perspective of industry professionals. Through questionnaires analysis concluded that the current distribution of qualified personnel exist structural imbalance of talent, age level is too large, the low level of education, training mode single, titles identification and training efforts insufficient. But the awareness of current policy, enjoyment and satisfaction is generally not high, the demand for policies is also increasingly diverse;The fourth part of empirical investigation based on the above summarized appears row Fuzhou bodiless lacquerware industry talent attraction policy exists policy shortcomings, the lack of implementation of the policy starting point, policy suited to the needs of the status quo, implementation of the policy is not in place and other issues, and discuss the reason of problems related causes;The fifth part from the system point of view, give full consideration to the subject, object and environmental factors, comprehensive use of various policy instruments to make specific recommendations for Fuzhou bodiless lacquerware industry personnel policy improvements, namely strengthen policy guidance and improve the system and mechanism, to build effective platform, to create a good environment, thus providing public service for market under the background of industry development, technology innovation, career development, market service policy guarantee.
