Tusi system refers to the political system that the central government of the Yuan, Ming and Qing dynasties conducted on the ethnic regions in the far northwest and southwest frontier areas of the country, of where, the local despotic power was appointed as a hereditary ruler of the local government. Tusi system is either an embodiment of political domination wisdom of "ruling by local custom", as well as a form of cultural expansion of Han culture from the central plains to the ethnic minority areas. And this blending of culture directly produced the diversity of the Tusi Culture. Tusi sites as carriers of the Tusi Culture were recognized by the world, for highlighting the prominent value and universal significance of the culture. Among them, the Old Tusi City Ruins of Yongshun, the Tusi City Ruins of Tangya and the Hailongtun Ruins Site are known for their best integrity and authenticity of all sites. In July 2015, the United Nations UNESCO Organization had officially accepted the "Tusi Site" assemblage of the three sites to be the 48 th world culture heritage in China. Therefore, the protection of these sites needs to be proceed from the living protection point of view.This paper is divided into three parts; the main contents are as follows:Chapter one is an introduction, mainly to set forth relevanceconcepts of the Living Protection theory, the Tusi System and their relation to the culture and to this paper; it states the Living Protection concept in details from the origin of the concept to the system development, and finally to the assessment system. This chapter is the basis of the paper.Chapter two to Chapter four is the main part of the thesis, it is a detail assessment of the Old Tusi City Ruins site in Yongshun from the basis of the living protection concept, the assessment and analysis are made from specific aspects such as the cultural relics protection project, the coordination of regional economy, the intangible cultural heritage and archaeological works.Chapter five and Chapter six is the third part of the thesis, the fifth chapter assesses the feasibility of living protection to be conducted upon the TangYa Tusi City Ruins and the Hailongtun Ruins Site, aims to explore the universality of the living protection theory. The sixth chapter is the conclusion, contains reflections on current theory and practice.
