In the age information, more and more countries see culture industry and its relative policies as a national strategy. Therefore, culture-based country strategy is born at the right moment. The trend of world economic, political and cultural integration is suddenly built. By developing culture industry, countries can not only promote economic development, but also enhance the comprehensive national strength.We have to say that, in some developed countries and areas, culture industry is a part of mainstay industry. Comprehensive national strength includes "soft power" and "hard power" and so on. While culture industry is the right reflection of "soft power". Especially since 1990s, as the bipolar structure cracked, cultural activities between countries and areas increased a lot more, and the importance of "soft power" became more obvious, cause compared with "hard power", "soft power" has some advantages what the time requires, for example, it’s easier to be accepted by other countries so as to enlarge political influence; good for enhancing national cohesion, etc.After the cold war, western countries speeded up on the development of culture industry. Faced with the offensive from countries like England, France, Germany and the USA, Asian countries, on one hand, absorb their experience, on the other hand, they look for a breakthrough actively. In Japan, after experiencing the "loss of twenty years", the government is eager get rid of the dependence on America. To start with, they look for new economic growing point from culture. In China, the Chinese reform and opening-up policy has been polularized around the whole nation, the rejuvenation of China is put on the agenda, which requires attention paid on culture industry. Meanwhile, Korea comes up with culture-based country strategy. This is due to financial crisis in late 1990s. The government realized only depending on traditional developing mode would not meet the need of economic growth, so to get itself out of the trap, finding new ways was urgent. Coincidently, culture industry development at that time was satisfying, afterwards the government listed culture industry as a national strategy. By the driving of this new policy, Korea soon got rid of financial crisis, making amazing achievements.There is an age-old relation between China and Korea. Though China has surpassed Japan, becoming the second largest economic entity, the potential and space of developing is still huge. Due to the similarity of Chinese culture and Korean culture, China has a natural advantage on referring to Korea’s success on developing culture industry. Nowadays how to use culture industry matters a lot.
