Researches On The Cultural Construction Of New Countryside In Haizhou Street Haining

The fifth plenary session of the sixteenth central committee of CPC has proposed the significant historical mission of new socialist countryside construction. The total requirement of new socialist countryside construction is "production development, wealthy life, rural civilization, clean countryside, democratic management". "Rural civilization, clean countryside, democratic management" are the contents of rural cultural construction. Thus, it can be seen that cultural construction is the key to build new countryside, and the reinforcement of cultural construction can boost rural development substantially. Meanwhile, along with the continuous economic growth, peasants are making higher demands on rural culture, which has posed increasing challenges to rural cultural construction. Therefore, it is of great realistic significance to researching the cultural construction of new countryside. Based on summarizing the researches about cultural construction of new countryside at home and abroad, this paper carries out a survey and research with peasants as research objects according to the actual condition of Haizhou sub-district, Haining, Zhejiang. Meanwhile, the data obtained from investigation are summarized and analyzed to point out the major problems in the cultural construction of new countryside in Haizhou Sub-district:monotonous contents and simple forms of cultural activities; outdated cultural consumption concept and lack of initiative; unsound cultural facilities and poor management; imperfect cultural team and lack of professionals;government highlights forms rather than peasant’s real demands;neglect of traditional culture and lack of characteristic culture. As the tremendous challenges that Haizhou sub-district, Haining faces, the problems above have stunted the orderly development of rural culture. Therefore,the government, peasants and the society should make joint efforts to construct rural culture. Government is supposed to reinforce the construction of rural culture by various means such as reforming the responsibility system evaluation mechanism to arouse higher attention; improving capital investment mechanism to elevate construction level; optimizing cultural facilities to enhance local functions; cultivating cultural talents to inherit traditional culture. The peasants are also expected to realize the importance of cultural construction spiritually, take an active part in learning, and develop a favorable interactive mode. From the social perspective, the construction of rural culture should be furthered with the support of enterprises, and the attention of social groups should be also heightened with the purpose of giving full play to their role as coordinator. With the joint efforts of all social sectors, the construction of new rural culture can go more smoothly, then allowing every peasant to enjoy the wonderful cultural feast.
