Musical education serves for improvement of college students ’ quality in their comprehensive attainment and humanities accomplishment. Due to the fact that most vocational colleges hardly set musical course on purpose, the carrier of college students’ extracurricular education, which mainly refers to the college students’ clubs & association, take responsibility for the concerned personal qualities mentioned above. That’s why it’s reliable to investigate musical education in higher vocational colleges based on the college students ’ clubs & associations.Recently the proposal of “Three plus Five Agglomeration– The Regional Cities Group”(i.e.,the gathering of Changsha, Zhuzhou and Xiangtan together with another five cities around the center economic area in Hunan), gave rise to blossom of exchange and communication in both economy and culture, which provides wide possibilities for a opener and more comparable cooperation between musical clubs & associations in vocational colleges beyond limits.This paper grounds its research on five vocational colleges within “Three plus Five Regional agglomeration”, conducting a comprehensive survey under the guidance of national related policies targeted at developing higher vocational colleges, demonstrating the availability of approaches proposed in this paper supported by field studies on the current situation of college students’ musical clubs & associations. Research methods includes documents reference, questionnaires and interviews, investigation focuses on the existing problems in the progress of musical clubs & associations in higher vocational colleges and presents analysis covering three aspects: college, teachers, student, leading to the final suggestion on these concerned issues in a systematic and constructive way.The conclusion presents possible constructive approach systematically to develop music education in regional vocational colleges according to their own reality, that is, the combination of policies in favor of improving Students ‘Musical clubs and associations and the practical strengthening of students’ art experience and humanities attainment in vocational colleges under the beneficial condition of Regional city agglomeration. Suggestions is expected to provide some ponder-able reference for vocational colleges Hunan 3+5 Cities Group, and those in other city agglomerations.
