At the end of the Qing dynasty, with the domestic trouble and foreign invasion becomingmore and more serious, the Qing government quickened its steps of social reform for thepurpose of maintaining the rule. As for the aspect of education, a series of laws and decreeswere issued and implemented, which laid the foundation for China modern education. A lot ofsocial groups came into existence in late Qing, including lots of instructional associations.The development of these instructional associations promoted the progress of China moderneducation to a certain extent. In reigns, the district of Zhili actively implemented those newlaws and decrees and paid more attention to the development of regional education.The Ministry of Education in Qing dynasty enacted the Stature of the throne toProvinces about the foundation of Instructional Associations in1906. The Stature stipulatedthe tenet of the Instructional Associations was to assist regional educational administrativeorgan and develop regional education. The district of Zhili conformed to the Stature andfounded the Instructional Associations one after the other. The Instructional Associations inthe district of Zhili successively experienced the period of pilot establishment in late Qing andthe period of expanded maturity in the reign of Beijing Government. In1928, the district ofZhili was redivided and the name of Zhili was changed into Hebei. By this time, theInstructional Association in the district of Zhili had already existed for as long as22years.Because different regions have different areal characteristics, the function of the InstructionalAssociations in the district of Zhili was centralized in the following aspects of developingnew education, participating in the supervision of regional educational appropriations andprotecting the students’ benefits. Besides, during the period of the late Qing and early republicof China, the Instructional Associations in the district of Zhili also actively participated in themodern politics. These actions of the Instructional Associations not only promoted thedevelopment of modern education, but also contributed to the transformation of Chinesesociety in modern times.As an educational group which assisted regional educational administrative organ, theInstructional Associations has a pretty close relationship with the education bureau which acted as the regional educational administrative organ in late Qing and the reign of BeijingGovernment. The education bureau in the district of Zhili was a pioneering regionaleducational administrative organ. The first education bureau was founded in the district ofZhili, which had a demonstration centre in the whole country. When exerting their authorities,the Instructional Associations and the education bureau in the district of Zhili promoted eachother as well as impeded each other. It was the blurry power lines between the educationbureau and the Instructional Association that led to the impediment of the two organizations.Just because of that, the Instructional Association in the district of Zhili did not developedvery well.
