In 1983, the Internet began to walk out of the laboratory and into people’s daily life.The emergence of the Internet has changed people’s production and life style greatly, and has gradually built a new cultural pattern, and then a new social and cultural pattern, namely, network culture.Since 1990s, the Internet technology has been developing rapidly in China, and subsequently being increasingly popular in the public life, with the development and prosperity of China’s network culture.As newly sprouted technology, network culture has made increasingly influence on people’s spiritual,cultural and social life, which also has played an indispensable role in the whole social and cultural life.Over the years, Binzhou City has played close attention to the environment of the national and international network of cultural development, carrying out local network culture construction to create good atmosphere for public opinion network. With orderly Internet development, Binzhou City presents prosperity on the network culture. Meanwhile, there are many problems in terms of network cultural construction in Binzhou City.With network cultural construction as the theme, this article firstly concludes series of problems in that process of Binzhou City by way of document research, case study and data analysis etc.. These problems include weak strength in the cultural industry, bad influence by bureaucratic culture on network culture management mechanism, low scale degree in cultural industry, disjoint between management and practice, low quality of management talents, lack of efficient examination and evaluation system of network culture, less originality and feature in cultural industry and sluggish development of new cultural industry. Secondly, it is analyzed that the root reasons for these problems, mainly including unfamiliar to the features of network and its culture, less importance to the network cultural construction by the management departments, less referential experience and cultivation of management talents in the exploration stage, Finally, it is studied advanced ways and experience in some developed countries and parts of China, putting forward strategies and suggestions for improvement. These measures consist of taking advantages of advanced experiences in and abroad on network cultural construction, promoting supply capacity of network cultural products and services, adjusting cultural enterprises structures, improving legal construction, advocating self-regulation, net citizen awareness and diversified management and strengthening construction awareness and theoretical study in order to form cultural industrial belt and cluster zone and to improve its platform.
