The Research On Government Function In The Development Of Culture Industrial Cluster Of Liaoning Manchu

At present, the domestic research on industrial cluster mainly concentrated on highlighted areas with regional advantages such as Yangtze River Delta, Pearl River Delta and so on, formation and development of industrial cluster in these areas are often associated with import of foreign capital, local resource or tradition. In terms of most economic underdeveloped regions such as north, west and so on, the problems of geographical advantage is not obvious, resource is not rich, and technology is not developed have been the primary causes to constrain its rapid development. Therefore, the work of developing cultural industrial cluster by the government of Liaoning Province cannot completely follow the cluster experience in economic developed regions such as the Yangtze River Delta, Pearl River Delta and so on. As the advantages of Liaoning cultural and historical resources are more and more prominent, the developing work of Manchu cultural industrial cluster by the government in Liaoning Province also shows a series of problems. This article studies from four aspects: relevant administrative departments of each government in Liaoning Province, Manchu cultural enterprises, scientific research institutions of national culture and persons who have enjoyed service from Manchu cultural enterprises. According to the analysis of sample data, summarize problems which demand prompt solutions in the work of developing Manchu cultural industrial cluster by the government in Liaoning Province, deeply analyze the forming reasons of the problems, and then put forward matching countermeasures and suggestions combine with the developmental reality of Manchu cultural industrial cluster in Liaoning Province.First of all, this study is mainly based on method of questionnaire survey and taking four aspects of government departments, scientific research institutions, enterprises and consumers as subsidiary roles to issue 200 papers questionnaires, and then recycle effective questionnaires 191 papers and use SPSS19.0 software to do effective data process for final reliability and validity of questionnaires.Secondly, by analyzing the results of the survey to sum up the problems, for example, the government is lack of subjectivity and motivation to the development of Manchu cultural industry cluster, policies and regulations of government are deficient, the government is lack of effective guidance to the cooperation among Manchu cultural enterprises and lack of long lasting accountability mechanism in the developing process and so on.Finally, from four aspects: for example, to strengthen role transformation of government work to booster the development of Manchu cultural industry cluster, perfect developing policy of Manchu cultural industry cluster, assist cooperation among enterprises, form a high quality talent team to ensure developing potential of industrial cluster and establish wholesome supervision and accountability mechanism to put forward improving suggestions about government work for the development of Manchu cultural industrial cluster in Liaoning Province.This article explored some problems which should be avoided in the developing work of Manchu cultural industrial cluster by the government in Liaoning Province, it started from the reality and was based on survey data, combined with relevant theory to explore the government in Liaoning Province how to better support the development of Manchu cultural industrial cluster in the future.
