The topic of this dissertation is the controversy on the public land around Shanghai city moat in the late Qing Dynasty and the early Republican era. According to carding the local records and newspapers, it strive to present the whole disputed process of beginning, developing and settling at different times. Based on the narrative, this article will discuss the interest disputes among several stakeholders, such as the local autonomous organization, the local garrison, the tenants and so on.The administration authority of the public land aroud Shanghai city moat became a problem since local self-government started, and the autonomous o rganization intended to obtain totally management right of this land from the local garrison, as well as abarbeitunged the land thoroughly. However, the g arrison insisted this district should be under their control by usage. The tena nts of that land in their own interest endorsed the later’s. Controversy lasted for a long time, and this issue hasn’t be settled elegantly. Since the Qing fe II, the republican era became. During this period, Shanghai became a municip ality, the local government grasped themanagement right of this land, the city was pushed over, the moat was filled, new road was in buildng, and the re st land was planned to offer for sale. On the other side, in order to preserv e their own interests, the tenants and tenant union expressed Requirements on several matters. Their requirements has been satisfied partly. After the Sec ond Revolution, local self-government suspended, the newly established Cheng-hao-guan-chan-zhang-fang-ju took over everything. This office emphasized the land aroud city moat is state-owned land, and refused to give tenants any pr eferential treatment during selling the rest land. At the beginning of 1916, th e rest land around city moat was sold out, the office was dismissed accordin g to treasury’s order. With this, the settlement of this public land came to a n end.The disposition process has lasted 10 years. During this period, the comp licated interest, value and power conflict brought about unpredictable change s, such as the controversy of administration authority in the early stage. Afte r the city wall fell, due to the change of supervisors and policies, the dealin g with specific matters, including road building and land sales, was changeabl e. All of this reflects the interest and power conflict’s complexity and uncert ainty, as well as enormous influence of political tensions over local affairs.
