Multimedia network is changing the way and the scale of information transmission, making extensive exchange and sharing of curriculum resources possible. Independent college English curriculum resources are digital curriculum resources which come from the internet. Through screening and processing, these resources can be sources and materials of college English curriculum, and can serve independent college English teaching. Which contain specific English knowledge, these resources are helpful for students’mastering and understanding. So English curriculum resources on the internet can play a huge education value. Therefore, the development and utilization of independent college English curriculum resources based on network are exploration and expanding of teaching materials, optimization and innovation of teaching process and teaching model, and exploration of teaching methods, which promote the development of college English subject.The study investigates the current situation of development and utilization of Guangxi independent college English resources based on network by employing the methods of questionnaires and interview based on the study of relevant literature about development and utilization of curriculum resources, and based on Krashen’s input hypothesis and constructivism theory. In this paper, the test subjects are 300 non-English major students and 30 English teachers. They are all chosen from three independent college of Guilin. The study attempts to answer the following questions:a. What is the current situation of independent colleges’ support to develop and utilize of CECRBN? b. What are independent colleges’teachers and students’attitude towards the development and utilization of CECRBN? c. What are independent colleges’teachers and students’ competence to develop and utilize CECRBN? d. What are independent colleges’teachers and students’ practice to develop and utilize CECRBN?The result shows that independent colleges have invested some hardware and fund to support the development and utilization of CECRBN, but there are still some problems, such as, insufficient funds, independent colleges cannot update computers and network timely, the mining of network resources’education value is not enough. Independent colleges’teachers and students have positive attitude to CECRBN. However, most independent colleges’ teachers and students are short of knowledge and skills in developing and utilizing CECRBN. And most independent colleges’teachers and students are imperfect in developing and utilizing of CECRBN. The CECRBN have not been widely used by teachers and students. Hence, according to the research results, the paper puts forward some advice. Firstly, independent colleges should provide more substantial material basis for the development of CECRBN, including hardware and fund. Moreover, strengthen the standardized the management of CECRBN, and develop new concept micro lesson, MOOCs positively. What is more, in order to improve their operation skills of CECRBN, independent college English teachers should be provided with more modern technology training. Secondly, independent college English teachers should improve their concept and ability to develop CECRBN, and participate in the development and construction of CECRBN actively. At the same time, teachers should help students to cultivate autonomous learning ability and the ability to use CECRBN to learn English. Thirdly, independent college students should improve their computer skills and knowledge. Additionally, strengthen their awareness of autonomous learning. Last but not least, they should strive to improve their ability to use CECRBN.
