Research On The IUR Collaborative Innovation System Of Hei Longjiang Province Cultural Industries

In recent years, Heilongjiang province government has been committed to the development of cultural industry, hoping the cultural industry can become the pillar industry that promotes the economic development of Heilongjiang province gradually. The university-industry collaborative innovation is the key link of technology development and economic growth, and it is the supporting condition of the cultural industry rapid development.The level of the innovation capability affects the development trend and rising space of Daqing cultural industry directly. Therefore, in order to make the cultural industry of Heilongjiang province, maintain long-term growth advantage in market competition, it must pay attention to the industry’s innovation capability, and find a scientific and rational and effective way to enhance its innovation capability. So study on the construction of IUR cooperative collaborative innovation system on cultural industries of Heilongjiang Province,can promote the innovation capability of IUR cooperative collaborative innovation system on industries of Heilongjiang Province, and has important practical significance and instructive function for the development of Heilongjiang province cultural industry.Firstly, the paper has researched on synergetic mechanism of the IUR cooperative collaborative innovation, analyzes the present situation of the development of cultural industry in Heilongjiang Province and the main factors that restrict the university-industry collaborative innovation of culture industry, puts forward to establish the model of cultural industry university-industry collaborative innovation system. Secondly, based on the operational characteristics of the IUR cooperative collaborative innovation system on cultural industries of Heilongjiang Province, the collaborative mechanism of IUR collaborative innovation consists of power collaborative synergy, process collaborative synergy, knowledge management collaborative synergy.(1) From the perspective of Synergetics, the thesis researches the synergies about internal and external power of IUR cooperative collaborative innovation system and the role of collaborative innovation on cultural industries of Heilongjiang Province.(2) From the collaborative elements, collaborative path, collaborative process three aspects explains the cooperative mechanism of IUR cooperative collaborative innovation system on cultural industries of Heilongjiang Province.(3) Based on knowledge fermentation theory structures knowledge production synergetic model, combined theknowledge management characteristic of university-industry collaborative innovation system in Heilongjiang Province culture industry, depth research the operating mechanism of knowledge management mechanism. Thirdly, from the power synergy dimensionality,process synergy dimensionality, and knowledge management synergy dimensionality three dimensions built in Heilongjiang Province culture industry collaborative research collaborative innovation evaluation index system, fuzzy comprehensive evaluation method,evaluated “Heilongjiang X Daily Transformation Strategy Innovation Project”, and the evaluation results are analyzed in detail. Finally, based on the results of project evaluation and Heilongjiang Province culture industry research cooperative innovation system characteristics presented in Heilongjiang Province to promote the cultural industry research collaborative innovation suggestions.
