Intangible Cultural Heritage is a part of the world civilization, which makes great contribution to the process of human civilization. Our country is a country with lots of Intangible Cultural Heritage. Inheriting and carrying forward Intangible Cultural Heritage is not only good to spreading Chinese culture, but also is the important part of protecting our country’s culture, developing Chinese civilization and building a cultural power. To promote our Intangible Cultural Heritage to get the inheritance development and innovation development, the implementation of strategic management for Intangible Cultural Heritage becomes so important.This essay stands in the height of cultural security and strategic management, regarding northern Shaanxi folk art as a case. And the station uses SWOT model to make system analysis of it and makes effective solution for problems, hoping it can provide some reference for regulating the management model of Intangible Cultural Heritage. Specifically speaking, this essay contains four parts. The first part of it analyses and generalizes existing research at home and broad, stating from the background and significance of Intangible Cultural Heritage. And it chooses and set research method. The second part of it mainly introduces the concept of Intangible Cultural Heritage’s strategic management and analyses relevant basic theory of cultural security, strategic management and Intangible Cultural Heritage. The third part of it points out the existing problems and the causes of them with the current situation of Intangible Cultural Heritage and northern Shaanxi folk art as the starting point. And it uses SWOT model to make element analysis and strategic choice optimization for Regional Northern Shaanxi folk art, elaborating the specific management plan. The forth part of it mainly elaborates the target location and basic standpoint of Intangible Cultural Heritage’s strategic management and the target come true in the future clear, emphatically giving resonable suggestions.
