The Study On The Cultural Heritage Protection Thchnology Development Strategy During The "12th Five-year Planning"

Strategic management is an integrated planning for an organization,which has features of long-term and instructive. Strategy formulation andimplementation affect the realizing of the organization’s mission and values.The present article, through researches on cultural heritage protection scienceand technology strategy, aims for indicating its future developing direction,making full use of external opportunities, producing advantages of internalresources and ability, reasonably avoiding external threats and reversinginternal disadvantages, in order to realize a good operation of cultural heritageprotection science and technology system, promote its sustainabledevelopment and qualitative leap, and support and lead the cultural heritageprotection industry better with source power of science and technology.The present article analyzes related research achievements on domesticand international public sector strategic management, and proposes a generalthoughts for researches on strategy of cultural heritage protection science andtechnology development, referring to classical theories and analysis methodsof enterprise strategic management, under the guidance of systematic thoughtand with full consideration of their development periodicity and particularityin cultural heritage protection field. First, we compare the similarities anddifferences between public sector and enterprise strategic management models,and on the basis of referring to and modifying SWOT model of public sectorstrategic management, we conclude a correction model for cultural heritageprotection science and technology development strategy. Second, we definethe research range of cultural heritage protection science and technologythrough analysis of its concept, and conclude its special requirements toscience and technology, then we comb the development vein of domesticcultural heritage protection science and technology, based on which tosummarize its development vision and mission under the guidance of Chinacultural heritage protection related policies. Finally, under the guidance ofvision and mission, we make SWOT and stakeholder analyses on internal andexternal environments of cultural heritage protection science and technologydeveloping, and then put forward a strategy for its development.
