A Study Of Equalization Of Basic Public Culture Services In Yunnan Province

Government’s primary value to maintain the basic Social Justice is the origin to ensure the legacy and legitimacy of its public policy-making. If there is a significant gap in the society, it is obviously not consistent with the social fairness and justice.In light of this, only the reform and the change of public policy by a rational government will the gap be narrowed. However, the gap also exists in the field of culture building, showing a great trend in expansion, especially in the vast rural areas where part of the people’s basic culture right cannot be guaranteed. In recent years, government has paid more and more attention on the issue of equalization of basic public culture services with a series of promotion policies and measures issued. Study on equalization of basic public culture services in Yunnan province, a typical multi-ethnic frontier place of China, cannot only advance the equalization there, but also provide a reference for the equalization of basic public culture services in other ethnic frontier regions.This paper starts from the concept of culture and extracts the connotation and extension of basic public culture services to illustrate the equalization of basic public culture services. It is, based on a normative research method, to answer the questions whether the equalization of basic public culture services shall be realized or it is good to achieve or not through a detailed study and analysis to draw a conclusion that equalization of the basic culture public services is the responsibility that must be fulfilled by the government. Based on an empirical investigation we found that the building of basic public culture in Yunnan province has been made some achievements, yet the overall equalization of basic public culture service in Yunnan is still at a very low level, specifically reflected in the great gap between urban and rural areas, regions and between the rich and poor, due to the constraints from history, culture, perception, natural conditions and geographic location and so on. In the light of that, this paper continues a further analysis on Yunnan’s equalization of basic public culture services from the aspects of existing problems and causes.The purpose of study is to solve problems. This paper aims at providing some feasible measures and recommendations to promote Yunnan’s equalization of basic public culture services, which is where the meaning and significance of the study is. In view of this, this paper puts forward a series of countermeasures and suggestions from the mechanism and measures on how to realize equalization of basic public culture services. On the one hand, the mechanisms refer to the establishment of laws and relevant regulations, multi-sectoral coordination mechanism, multiple inputs mechanism centered on public financial investment, co-governance mechanism with a variety of main body, and performances assessment mechanism. On the other hand, the measures include the development of Yunnan’s economy, establishment of Yunnan Province basic public culture services criteria, construction of infrastructural facilities, improvement of services quality and supply capability, acceleration of services information development, building of the talent teams and so on.
