Research On The Equalization Of The Basic Public Culture Services In Jiangsu Province

Achieving the equalization of basic public cultural services is a crucial element to improve thecurrent public services system, and an important measure in building a service-oriented government,and in addition, an effective means of meeting the cultural needs of citizens. At present, the basicpublic cultural service in China bases on all kinds of non equal status significantly, directly affectingthe overall development of China’s economy, culture, politics, society and ecological civilizationconstruction.The current research on the equalization of the public cultural services problems is still notmature, lacking of clear concept and empirical analysis, which has studied logic light implementheavy slogans; as to the Chinese cultural development, the road to the development of theequalization of basic public cultural services is promoted in the face of regional or individual non. Thestatus of the equalization of basic promote orderly development logic, obviously has Chinesecharacteristics. According to this logic, the paper, using mathematical statistics analysis method oflinking theory with practice, qualitative and quantitative analysis, which is based on the combinationof dialysis in Jiangsu province regional equalization of basic public cultural services developmentstatus and the typical practical experience at home and abroad, analyzed quantitatively on thebasic public cultural services the government level, basic resources configuration level, consumerculture products or service level and other aspects, as follows:(1) Make definitions of the related concepts such as the equalization of basic public culturalservices, and explain the important problems related to it.(2) Construct the experience of basic theory frame,and compare the domestic and foreigntypical practice of the equalization of basic public cultural services, and combine the theory andpractice of the equalization of basic public cultural services.(3) Select three large areas of the southern, middle and northern part of Jiangsu province as themain research unit of space, aiming to push the development of the public culture equalization inJiangsu Province. Use Theil Index which takes GDP and population as the weight respectively tomeasure differences in the level of the basic public cultural services in the three areas of Jiangsuprovince, and analyze the reasons of regional non equalization of the analysis of the current situation,and at the same time discuss challenges and opportunities which rely on the economic developmentpopulation flow.(4) According to the situation of various non equalization, the paper studies the way of thedevelopment of the regional basic public cultural service in Jiangsu province and proposes the basicpublic cultural service system as the inclusive right of citizens and the basic public cultural serviceresource for citizens and the discourse mechanism of civic cultural needs and public financeinvestment structure platform which will unbiased serve for each citizen.
