The Study On The Coupling Coordination Between Basic Public Cultural Services’ Supply And Demand In Gong’an County

The 13th Five-Year Plan period is a critical period of the comprehensive affluent society’s construction,our economy and social development come to a new journey. Urban and rural residents’ demands for social causes development, includeing culture,increase rapidly. Inadequate supply of basic public cultural services and unequal configuration become prominent contradictions,and also become an important factor affecting social harmony. Improve basic public cultural services’ fairness and accessibility, thus to fully promoting the equalization of basic public services and narrowing the gap between urban and rural areas are necessary. This article aims to analyze basic public cultural services’ supply and demand coordination in rural areas and then solve problems found.This paper takes Gong’an County, which is in Hubei Province as the study area, and build the indicators based on two aspects which are supply and demand. Accessibility was calculated by the impedance of time based on the minimum cost of the road network and buffer-based method. All the geospatial data are managed in ArcGIS10.0 software. Using GIS data management function to settle all kinds of data, and to establish geographical spatial database and make thematic maps. Using GIS Network Analyst to calculate the shortest time between settlements and basic public cultural services facility. Using the method of coefficient of variation and entropy to evaluate the level of development of the two systems comprehensivly. At the same time, this paper studied the coordination between basic public cultural services’ supply and demend and spatial variation.At last,it gives policy recommendations to those imbalance areas.There are several findings from cases. Firstly, accessibility is an important factor affecting the validity of basic public cultural services supply. It can visually assess convenient level to basic public cultural services for each settlement. Accessibility of basic public cultural services in Gong’an County exhibit concentric structure,with Chengguan town as the center.Secondly, whether it is from the supply or the demand side, the level of basic public cultural services development in Gong’an County are present imbalance.Thirdly, basic public cultural services’ supply and demand coordination in Gong’an County presented core-edge features, with Dou Hudi town as the center.As Chengguan Town, Dou Hudi town’s basic public cultural services’ supply and demand development level is primary coordinated, the remaining 15 are whether at the brink of disorderd,or mildly disordered, moderating disordered.One of the reason for uncoordination is the lagging of the demend system,namely the low level of economic development and cultural quality of township residents.Another reason is the lagging of the supply system,namely understaffing of basic public cultural services and poor accessibility caused by transport.Lastly, the coordinated development of basic public cultural services’ supply and demand system,on the one hand relys on changing the supply mode, diversifing supplied Principal and constantly improving the supply of basic public cultural services system.On the other hand,it needs to develop the town economy, enhance the cultural quality of farmers, focusing on both supply and demand, promoting systematicly.
