| Realizing optimal allocation of limited resources between regions in order to achieve "Pareto Optimality", it is one of the core issues of regional economics research. The cultural service is a form of cultiual governance, the development of basic public services has great importance of enhancing the overall level of living and building a harmonious society. The Twelfth Five-Year Plan of the development of culture services pointed out that China’s cultural products both in quantity and quality still do not meet with the people’s various cultural needs. Emancipating the cultural productivity, improving the capacity of supplying cultural goods is much urgent. The National New Urbanization Plan (2014-2020), pointed out that we should strengthen the ability of rural cultural centers and public cultural facilities, which will increase the effective supply of cultural goods and services to enrich the cultiual life of the peasants. So, how to strengthen the construction of public cultural becomes much more urgent. However, because of various factors such as history and reality, the capacity of China’s urban and rural basic public cultural service has showed huge difference, which has affected a relatively balanced development of cultiual construction. On one hand, in the view of the Polarization Theory, the development always goes with the unbalance and the inequality. On the other hand, we should prevent the polarization force, in case of expanding the level of gaps and imbalances. Therefore, knowing about the spatial differences between urban and rural basic public cultural service capabilities, which will give directions to achieve equalization of basic public cultural services, has become particularly important. From the spatial availability and the spatial accessibility, this paper use the Entropy method, Tliiessen polygon, Buffer analysis based on time and spatial accessibility based on minimum time impedance, to analyze the difference of urban and rural in Xiantao City. This paper represents that there exist huge differences, and we should pay more attention to the rural regions. Then, we have a research on the statistical results of the questionnaire from several villages, and use the Game Theory for analyzing the behavior of public cultural service providers and rural residents. Based on it, we also find that the rural basic public cultural service capacity of Xiantao City needs to be strengthened. What the content of the services are, and how the local government to measure the benefits from the supply of the culture services are the important factors related to culture services’ sustainable development. Finally, in terms of the quantity and quality of the services, this paper gives some suggestions to narrow the differences between the urban and rural regions. |
