Educational Research On First Five Years Law Popularization

When the Cultural Revolution ended, reform and opening brought allround social changes, making socialist legal construction put on the agenda. And the construction of democratic and legal society became one of the essential goals of socialist construction. The Chinese constitution was reenacted in 1982. Grasp both links at the same time and attach sufficient importance to both and stress both construction and legal system put forward by Deng Xiaoping mean when in the construction of material civilization, simultaneously, paying attention to the construction of spiritual civilization. Meanwhile, legal construction is an important aspect of constructing spiritual civilization. It requires not only that there must be laws to go by, the laws must be observed and strictly enforced, and lawbreakers must be prosecuted, in other words, there must be strengthen construction of each level, each link on legislation, law enforcement and judicature, but also calls for strengthening the law education and propaganda, requiring citizens to have certain legal quality and legal consciousness and legal common sense. However, shortly after the cultural revolution, it still badly existed the negative impact of not following the law for a long time, even deliberately destroying the rules of law. Since the fact that social consciousness of legal system at that time was quite weak, as well as, citizens were lack of legal knowledge and legal literacy, it was particularly important and necessary to develop law popularization to all citizens. First Five Years was put forward and implemented under this background.This paper takes the Legal Daily(called Chinese Legal System News before 1988) as data base, collecting reports and articles related to law popularization on the Legal Daily during the period from November 1985 to February 1991 to develop some data for statistical analysis. On this basis, this paper focuses on studying law popularization planning background, pattern and so on, as a result of summarizing and reflecting working experience and shortages.The main body of this paper consists of three parts.The first part mainly analyzes First Five Years law popularization planning background from three aspects, that is economic construction and spiritual civilization construction and legal construction. It also clarifies the necessity of First Five Years law popularization and conditions that already have.The second part mainly summarizes First Five Years law popularization pattern from aspects of propaganda and education main body, targets, content and forms based on relevant material collection.The third part summarizes and reflects working experience and shortages from aspects of propaganda and education work organization, propaganda and education mode and the effect of propaganda and education based on above analysis.
