This analysis focuses on the English classroom teaching reform in Beijing Police College, by applying the experiment of Action Research and Cooperative Learning to the classroom teaching. The researcher chose 82 students in their freshman year as the subjects of the experiment during one semester. In the process of the experiment, the researcher did questionnaires investigation, analyzed the results of two final exams,as well as conducted interviews.The result of data and statistics reveals that the English classroom teaching reform yields good return, and the conclusion that the researcher arrives at is that the approach could be applied to other police schools. The students improve their English language skills and in particular, their interest of learning English is aroused. Group competition and task-based teaching method prove to be the key factors of the reform.The result of the research reveals that with proper teaching and learning model,students who originally lack of motivation could take the initiative to study and make the class hours more efficient. In this research, the combination of Action Research and Cooperative Learning is applied as a commendable alternative to traditional teaching mode. The major finding is that Cooperative Learning groups with students’ competition could be adopted as a useful method in making the classroom more active and in enhancing the students’ self-studying abilities as well as their performance on written tests.
