Research On The Construction Of Content System Of Basic Public Culture Service Standardized In Shaanxi Province

Everyone has cultural rights. The construction and development of public cultural service system will benefit both current and future generations. It is the job of a government to protect the citizen’s basic cultural rights. The unique characteristics of the Chinese culture is also the basic duty of modern public service oriented government. Basic public culture service system is the basic content of public culture service system. Constructing basic public culture service system centering on protecting grassroots people, strengthening mechanism and covering all fields. It is necessary to maintain the basic cultural rights and interests of general citizens at the present stage. The standardized content system of basic public culture service is an important way to protect citizen’s basic cultural rights. Therefore,it will become the top priority of constructing basic public culture service system. Shaanxi province has initially formed the public cultural service system now, but there are also many problems in basic cultural service standardization, which restrict the development of cultural service.Based on analyzing to the domestic and foreign experience of basic public culture service standardization, this paper try to teasing and reviewing the construction history of standardization system of basic public culture service in Shaanxi Province. According to existing national standards, this paper starts from filling in the gap of content system of basic public culture service standardization in Shaanxi Province, takes combing the connotations, basic characteristics to constructs a standardized content system centering on general service projects and characteristic culture service projects. This paper also try to make recommendation based on organization, capital, system for the application of index system. At last, this paper will improve the level of public cultural services in Shanxi Province.
