Study On Problems And Countermeasures Of Equalization Of Basic Public Cultural Services

Forty years of reform and opening up have been a period of rapid social development and overall transformation in China.The process of economic and social changes must inevitably be accompanied by the gestation and development of public cultural services.In this period of social transformation and the construction of a new era,it is an inevitable choice to adhere to the socialist direction of the construction of cultural order and to promote the equalization of basic public cultural services in an all-round way.At present,although many scholars at home and abroad have conducted relatively extensive research on the equalization of basic public cultural services,there are not many new research ideas and improvements proposed in the context of Quanshan District of Xuzhou City,Jiangsu Province.Based on a review of the research results on the equalization of basic public cultural services at home and abroad,this article studies the related theories of equalization of basic public cultural services,and then uses literature research,comparative research,investigation and analysis,etc.,for Xuzhou,Jiangsu Province.Quantitative analysis of basic public cultural services in Quanshan District conducted empirical analysis and collected relevant material and data.We learned that Quanshan District,Xuzhou City,Jiangsu Province has achieved certain achievements in the equalization of basic public cultural services: the gradual development of brand characteristics of public cultural activities,the growing cultural life of the masses,the increasing investment in public cultural services,and the gradual improvement of public cultural infrastructure.However,due to various reasons,such as government functions,public finances,resource allocation,institutional mechanisms,and team building,there are some problems in the construction of the equalization of basic public cultural services in Quanshan District,Xuzhou City,Jiangsu Province,such as: input costs for basic public cultural services,unfair input costs for basic public cultural services,unreasonable allocation of basic public cultural service resources,low level of residents' cultural consumption,low utilization rate of public cultural facilities,and lack of professional cultural talents.Then,this article conducts an in-depth study of the public cultural service practices in developed countries such as the United States,France,and Japan,as well as Shenzhen,Qingdao,and Jiaxing,and summarizes domestic and international practical experiences and case histories.Combining with the specific conditions in Quanshan District,Xuzhou City,Jiangsu Province,this paper puts forward some countermeasures to improve the equalization of basic public cultural services: play the role of government's public cultural services,manage public cultural investment,improve the public financial system,and strengthen the equalization of basic public cultural resources,establish and improve the performance evaluation system and administrative accountability system,and strengthen the construction of public cultural service personnel.
