The Research On Precaution And Management The Mass Disturbances In Our Transitional Period

In the course of economic transition and social transition of China, we have made remarkable achievements in all aspect, especially in politics, economy, culture and society. But there is no doubt that severely social risks are also brought together with them. And various contradictions and problems stand out in this process; especially the mass disturbances threaten social stability and development greatly. Therefore, it’s urgent for us to prevent and manage the mass disturbances. Though we have made some achievements in coping with the mass disturbances so far, lots of problems are still existent. However, how to prevent and manage the mass disturbances effectively so that we can entirely solve the problem still needs further research.The thesis on the bases of the representative of the Multi-agency management theory merges with New institutional economics, Political economics, Public management, Sociology, Politics modern theoretical achievements and so on, analyses the reasons nature, characteristics and origins of the mass disturbances. Making analysis and proof by means of typical cases, it learns the experience on the precaution and management of the mass disturbances from the developed countries and gives advice about it in our transitional period.The thesis is divided into IV chapters:The first chapter mainly talks about background of the theme, the meaning of research, the situation at home and abroad, logical structure of research,method of research and the innovation as well as inadequate.ChapterⅡis definition and theoretical explanation of the mass disturbances. It analyses the definition, characteristics and causes of the mass disturbances in the representative of the literature together with precaution and management of the mass disturbances from the Multi-agency management theory. It lays emphasis on social conflict theory, value accumulation theory, relative deprivation theory, structural conflict theory, modern chaos theory, and setback against theory in analyzing the causes of the mass disturbances; in the theory of the precaution and management of the mass disturbances, the principle introduced multi-centered management theory.ChapterⅢis the main research part:analysis of situation about the mass disturbances. This chapter starts from the nature of the mass disturbances in the transitional period, introduces the characteristics and tends in this stage and, basing on this, discusses the causes of itChapter IV is about the suggestion:the way to discuss how to deal with the mass disturbances in the transitional period. This chapter based on the causes of analysis about the mass disturbances in the transitional period, absorbs experience in precaution and management from the developed countries, and gives some advice that government should play an extremely important role, the whole society should cooperate and the masses should participate.
