The Study On Local Government To Cope With Mass Disturbances

Along with the continuous progress of reform and opening up, China has stepped into a mixed-superposition risk society of transformation and global risk society. At present the major feature of risk society is that the prominent social conflict and the growing awareness of civil rights have been intertwined, in the meantime, it has solicitated a number of mass disturbances and has affected the social harmony and stability seriously. Local government as a part of the political system and an important manager of social public affairs, how to look on the social public affairs rationally and comprehensively and how to hoist the ability of dealing with mass disturbances effectively has been an important task of influencing the trend of the incident, the development of the overall situation and even the government's status. Then this paper is written on the basis of the academic standpoint of combination of universalism and characteristic theory, aimed at the use of the combination of macro-and micro-theoretical analysis and empirical research. It analyses the elemental form of the present mass disturbances by ways of sorting out the historical process of managing the mass disturbances since the founding of People's Republic of China and the reconstruction of concept of the word, mass disturbances. At the same time, it revealed the grave situation and challenges that local government has to deal with in the new era, then put forward some countermeasures of local governance in dealing with mass disturbances.
