Since the urban subsistence allowance system (USAS) has been fully implemented in our country in the September of 1999, as a core component of urban social relief system (USRS), the urban subsistence allowance system (USAS) plays an important effect on the social issues, such as protecting the basic standard of living, alleviating poverty for urban residents and other social issues. The staff of the USAS which act as the executor of the local subsistence allowance work play an irreplaceable important role in the guaranteeing the implementation of the policy organization, guaranteeing that the object of the audit investigation of the USAS, the dynamic management and the daily communication and support work to those who relies on the USAS. The skills, abilities and efficiency of the local staff of the USAS are directly related to the efficiency of the subsistence allowance work and the vital interests to the USAS target.The concept of this article is based on the combination of the practical problems on the work of the local staff of the USAS under this reality background. Therefore, the mainly research contents of this article will focuse on the current problems and the the reason analysis for the local staff of the USAS, and finally propose the corresponding solutions and policy recommendations with the concrete implementation of the USAS.This paper consists of four parts. The first part is an introduction to the research background, the significance and the methods of the whole paper. The next three parts will discuss the situation, the problems and reasons of the USAS staff. And then do the corresponding research and study.The first part introduces the research background of this paper, and clarifies the relatively delay on the study of the USAS staff issues and the research necessity on them from the theoretical and practical point. Then summarizes the former researchers’gains from the issues of intrinsic USAS and the issues of USAS staff. Then form the general contents and the ideas of this paper. It also illustrates the general contents and methods and points out the innovation and deficiencies.The second part presents the current situation and the existing confront of the local staff of the USAS in China. I mainly states the basic situation, the working situation and the exsiting problems of the local staff of the USAS. Although the content of this part is not abundant, it is the mainly basis for drafting and sources of this paper. The problem in this section is the begining point of this paper. It is also the studied problems to be solved.The third part analyzes the reasons of the current confronts occurred. Poor ability of the staff, inadequate investment and the imperfect management system in detail. The reason analysis is the key point to find the effective way to solve the problems of the local staff of the USAS.The fourth part is the suggestions to solve the problems of the local staff of the USAS. By the foundation of the pointed problems and the reason analysis in the two previous chapters. The corresponding solutions are as follow. We should enrich the amount and improve the skills and quality of the local staff of the USAS first. Second, we should increase the investment of the human resources of the USAS with the consideration of the low cost of the USAS administration. Third, in order to strengthen the scientific manage of the local staff of the USAS, we should establish the management system. This is also the research results and the research value of the concentrated expression.
